Labour Migration for Employment Policy Expert .Chair of the Technical Working Group of Bi-Lateral Cooperation of The Global Policy Network ,IOM, Geneva ,Switzerland .Mr.Nikarilkanth Kanthasamy is a Class 1 officer belongs to Sri Lanka Administrative Service and currently working as the Senior Assistant Secretary of the Ministry of Labour and Foreign Employment, Sri Lanka. Nikarilkanth is Responsible for Negations and Implementation of Bilateral Labour Migration Agreements and Memorandum of understandings, Policy formulation, implementation and amending the legal frameworks. He is an active member of National Anti-Human trafficking Taskforce. He oversees the Safe Labour Migration Programme of Switzerland Development Cooperation and other Foreign Funded Projects and also involved in the International and Regional Forums including Abu Dhabi Dialogue and Colombo Process. His key areas of expertise include Bi-lateral Agreements /MoU on Labour Migration, Policy formulation, Counter Trafficking, Safe Labour Migration, Rehabilitation, Reconciliation and Human Rights. Nikarilkanth has 15 years of experience in working with various Ministries and also a few years with UNHCR and UNDP in relief and Development Projects. He has also chaired various International Forums and also participated as a Panelist. He is also a trainer and a visiting lecturer in various Universities and other academic institutions. He is an Attorney-at-Law .He holds a B.Sc (Hon.)Agriculture degree from University of Jaffna, Sri Lanka and holds a M.Sc degree in Organizational Management from University of Peradeniya,Sri Lanka .He also have a Postgraduate Diploma in e-governance and Master of Public Administration from University of Sri Jayewardenepura, Sri Lanka.
